Portsmouth, New Hampshire - House Speaker Nancy Pelosi says the "surge" of American troops in Iraq is a total failure and "has not accomplished its goal".

Pelosi said the surge will be "front and center" when the House reconvenes in September

She also said that there will be a new "political standard" set for the war, the surge, and the Iraqi government.

Speaker Pelosi also offered a prediction for the 2008 congressional elections, proclaiming, "I have absolutely no doubt that we will keep the majority in the House and grow it."
