Washington, D.C.

Vice President Cheney's recent comment that dunking terrorism suspects in water during interrogations was a "no-brainer" today prompted complaints from human rights groups, attacks by a leading Democrat and firm denials from the White House that Cheney was endorsing a controversial technique known as waterboarding.

Vice President Cheney's recent comment that dunking terrorism suspects in water during interrogations was a no-brainer today prompted complaints from human rights groups, attacks by a leading Democrat and firm denials from the White House that Cheney was endorsing a controversial technique known as waterboarding.

"What's really a no-brainer is that no U.S. official, much less a vice president, should champion torture" on prisoners held by the United States, Larry Cox, executive director of Amnesty International USA, said in a statement. "Vice President Cheney's advocacy of water boarding sets a new human rights low at a time when human rights is already scraping the bottom of the Bush administration barrel."

Human Rights Watch said Cheney's remarks were "the Bush administration's first clear endorsement" of water boarding.

Four days before the mid-term congressional elections, Sen. John F. Kerry (D-Mass.) fired off a blistering statement, saying Cheney's comments offer more reason to "change course."

"This Administration's determination to assert the right to torture has undermined our moral authority, put our troops at greater risk, and made our country less safe," Kerry said. "Enough is enough."
