Washington, D.C. - Swiftboat backer Sam Fox has been slid in the back door by a vacationing President Bush who used a recess appointment to bypass the Congress and push through his choice for ambassador to Belgium.

Swiftboat backer Sam Fox has been slid in the back door by a vacationing President Bush who used a recess appointment to bypass the Congress and push through his choice for ambassador to Belgium.

Fox is a major Republican donor who humiliating withdrew his name last month when Democrats and Republicans on the U.S. Senate Foreign Relations Committee said he had no chance of being nominated.

"The president believes that Mr. Fox is qualified to serve as ambassador to Belgium," said White House spokeswoman Dana Perino.

Fox's nomination, submitted in January, became controversial when several Democrats, including Sen. John Kerry, criticized Fox's $50,000 donation to Swift Boat Veterans for Truth. The group attacked the decorated Vietnam War veteran's war record during his bid for the presidency in 2004.

Recess appointments allow a president to by-pass Senate confirmation when Congress is out of session.
